This limited American carrying. There was a US ship about India about 1794, named John Jay, which was finally captured by British privateers. In 1784-1789 he was Sec of Foreign Affairs, wanted a powerful central government, he thought "those who owned the country ought to govern it", and re Jay's Treaty of 1794, Britain upset re US vessels trade with French West Indies, and ordered seizure of such vessels, Pres Washington in April 1794 sent Jay to London, and US wanted posts of the Old North-West that Britain had. Treaty signed Jay-Grenville on Nov 19, 1794, US to abandon the N-W posts. Treaty owed much to enemy of Jefferson, Alexander Hamilton, but caused outcry in US.
