See Maquire et al, eds of encyc on criminology, Peel came first to Home Office in 1822 (discrepancy?) and began a major rationalization of criminal law, which in his mind was associated with reform of policing. He had been chief sec of Home Office in Ireland 1812-1818, where due to social matters, magistracy often reluctant to act in face of public disorder. Henry Goulbourn here in Ireland established a French-style gendarmerie, The Irish Constabulary.
