Wakefield's views and adherents bridge the old and the new, from humanitarian ideas of Horton for pauper resettlement to utilitarian theories of Wakefield post-Bentham, linked by National Colonisation Society, as Wakefield first meets Gouger. Pike, Dissent, p. 42-43, in 1831 a temporary board of commissioners set up with Duke of Richmond, Lord Howick, F. T. Baring, H. Ellis and R. W. Hay with T. F. Elliott as secretary in a room at Colonial Office at 14 Downing St, and once it is set up a steerage price to eg Aust dropped from £35 pounds to £16 pounds. partly as it is decided to sell land in NSW and VDL to raise £10,000 to promote emigration. Info was to be distributed by T. F. Elliott, but the despatch of emigrants was left to volunteer philanthropists later known as the London Emigration Society who has sent out 12 ships by 1835, sec of committee was John Marshall, and Sir Wm Molesworth thought only that Marshall sent female prostitutes to Sydney and Hobart. Elliott is promoted to post of agent-general for emigration, with right to communicate direct with govs of NSW and VDL.
