The Burr conspiracy was a matter of Burr, a friend of the first US Gov or Louisiana, General James Wilkinson, idea arose of a military adventure to take territory (Mexico) from Spain, Wilkinson is of a party which desired to separate the western American states from the Eastern. Burr stepped down from the vice-presidency and later met Anthony Merry, the British minister to US, re the people of Louisiana wanting independence, Burr asked Britain for a loan of one hundred thousand pounds for the enterprise, which Jefferson later saw as an enterprise against Spain. The enterprise failed. Wilkinson lost his nerve.
