One view is he is born 1773 in Dalton Furness Lancs England. Contractor. Also had contract with government to supply spirits, sold that in 1817. Bombay alderman and editor of Bombay Courier. Not with the EICo, is independent. In 1790 he established The Bombay Courier, forerunner of The Times of India. Country trader, not with EICo and offended by the injustice of the Co operations. Had estate in island of Salsette andf worked them with imported Chinese peasants. Is he an associate of William Berners qv of Bank of Bengal? Active by 1804, had a goverment contract for spirits, Bulley, Bombay Ships, p. 99. His wife (dr of Norfolk Rev named Morgan, she had a brother an attorney in Bombay) said to be a remarkable woman and when she died he went to America. There was also a William Ashburner in India.
